This is a bicycle to tricycle conversion kit.
Quick release L& R swinging wheels, 12 mm axle extender and U bracket for 20 inch wheels. 
They are called double 12s/swinging wheels and are Dutch engineered .
This is to fit a 20 inch wheel rear motor bike.
Ours is a Wisper 806 folding e-bike and it was bought to convert that.
There is an easy fit structure that fits onto the back wheel and removable wheels can be put into the slot to convert it into a tricycle when needed, but can still be ridden as a normal bike. Just slot the quick release easy fit wheels into place and ride it like a tricycle.

The structure is fixed, but the wheels are quick release and can be quickly removed and re-inserted to enable easy storage and as these were for a folding bike we can still put everything in the car

The company says it gives between a 93% and 98% feeling of a tricycle.
It is virtually new because I had an injury and thought I’d have to ride a tricycle in future but realised I could still ride my bike!
Paid £ 655 , fitted it and then realised I could still ride the bike!
It comes with full instructions for very clear fitting.
Double 12s are always fitted on the ground for stability. The Double 12’s are designed to use flat on the road like a tricycle.

The bike that you choose to fit it to can easily be ridden without the double 12’s in situ. Double 12’s fit all bikes not just e bikes.Just slot the wheels in place using the quick release fix and ride like a trike!
